Undertake Software Outsourcing Technology Spillover Effect

Review of the modern world economic history, the global economy has presented two trends. Firstly, as the world economy increasingly opens, trade, investment, cooperation and communication among various countries are increasing. Secondly, technology innovation to economic growth makes significant contribution. The two are not without contact. The two are linked. They promote each other.With the development of globalization, China’s enterprises have gradually joined the global division of labor system. Outsourcing is a new type of international division. Along with the global industrial structure adjustment and the advancement of trade liberalization, service outsourcing in the proportion of the world economy and important degree has rose. Meantime, software outsourcing also flourishes. Because there are always technical differences between contract awarding countries and host countries, in the software outsourcing process, contract awarding countries produce certain technology spillovers to host countries. It is in flavor of efficiency and technology progress of host countries.Based on the software outsourcing related economic theory, this paper analyses the way of technology spillovers in software outsourcing. Using descriptive statistics and inferential statistical analysis method, this paper states the size, characteristic, trend in undertaking software outsourcing of China. On this basis, through the measurement analysis, using11the software park related data, this paper makes the conclusion that undertaking software outsourcing of China produces technical effect, mainly through the way of human capital. But r&d spillover effect is negative. Overall overflow effect is positive, but it is not so obvious. Our state’s undertaking software outsourcing has many problems, we need strengthen the guidance to make our own software outsourcing road. At last, this paper states how to perfect our state’s undertaking software outsourcing development strategy and technology progress by three aspects. They are introducing effective software outsourcing, enhancing research and development ability and strengthen talent’s introduction and training.
