| It is very necessary to take researth on compensation model of the policy of the hook of the increase of urban construction land and the decrease of rural residential. The research contains both theoretical and practical significance to avoid the decrease of arable land, safeguard the legitimate rights and interests of the farmers, promote the co-ordination development of urban and rural, and maintain the stability of social and sustained development of economic.Considering that the exsiting researth of compensation model of this policy is inadequate, this study begins from the analysis of the compensation status quo of the four cases which are the typical practice and exploration of this policy——the ten thousandares fertile construction in Jiangsu Province, house exchanged from homestead in Tianjin, rural to community in Shandong Province, and land ticket trading market in Chongqing. Then the study summaries the common problems exsited in the compensation process of the policy. It is pointed out that the fundamental reason of these problems lies in the national development strategy favoring urbanization. So that a comprehensive compensation model which is dominated by the citizens compensation model and supplemented by the center village compensation model is suggested to compensate for the farmers.At the same time, to both the citizens compensation model and the center village compensation model, the qualitative model of compensation price is constructed based on land property and the quantitative model of compensation price is constructed based on land efficacy. It is just in order to make the compensate price credible in theory and feasible in the actual operation.This study takes Jiangyan as empirical. Binary logistic regression model is used to analysis the citizens wishes of the farmers, so as to calculate the significantly associated factors and their contribution. Then according to the models built above, the farmers’capita compensation price of both the citizens compensation model and the center village compensation model is evaluated. Meanwhile, the reasonableness of the price is verified. It is improved that the compensate price is credible in theory and feasible in the actual operation. |
