The Study On New Type Rural Social Pension Insurance Based On New Public Service Theory

As China has entered the era of an aging population, care of elderlyfarmers also placed in front of the community. In2009our governmentissued a new rural social pension insurance, government hope to give somemitigation at the community level the issue of rural old-age. Kangping County as one of the first batch of pilotareas has been some successes in carrying out the work of the new ruralsocial pension insurance.In this paper a new public service theory as the theoretical perspective,combined with new public service values of the problems in the constructionof new rural social pension system process in Kangping County theoreticalanalysis. Government pursued thepublic interest as the goal, to encourage citizens to participate in theimplementation of the policy.
