Based on the study of rural population in S and rural economics, on the basis of S, the existing rural social pension insurance current situation undertakes and analysis, to the construction of new rural social pension insurance system for the analysis of necessity and feasibility. First of all, the author combines the new rural social pension insurance pilot county (area) in S is visiting and questionnaire results, described the pilot areas new rural social old-age insurance pilot work in the process of farmers’insurance rate, insurance positive as well as the new agricultural insurance system to understand the situation and problems. Secondly, by the S Municipal Bureau of statistics to provide relevant data and analyzed from three aspects of the government, collective and individual analysis of a new type of rural social pension insurance fund raising channels, and recommendations the way to make better and more effective mobilization of new rural social pension insurance fund. Thirdly, described S’s new rural social pension insurance fund supervision and increasing the value of the deficiencies, it is recommended to broaden the investment channels for increasing the value of the new rural social pension insurance fund.
