The Sustainable Development Research Of The Land For Security Policy

With the rapid development of China’s economy, China’s urbanization process is alsoaccelerating. However, the urbanization leads to the reduction of the land of farmers. Then, landlessfarmers will produce. Therefore, this problem has been attracted the public’s attention. It is animportant task how to resettle landless peasants in our country’s urbanization and socialistmodernization, as it relates to China’s social stability and harmony, as well as the stable economicdevelopment. Therefore, in order to solve the problem of landless peasants, in the1990s, YangtzeRiver Delta area of China was first adopted to the policy of “land for security”. Because of thepositive significance of this approach in advancing urbanization and new rural construction,Jiaxing、Shanghai、Chengdu and other places also have launched the “land for security” policy,combined with local characteristics.According to the implementation of the “land for security” situation, in practice, there aremany problems need to be improved which may affect the sustainable development of the policy.According to the theory of “land for security” and the theory about the sustainable development,this thesis explains the meaning of “land for security” sustainable development, discusses the threebasic principles of “land for security” and sustainable development. Meanwhile, after analyzing theimplementation of three modes of “land-for-security” policy, and using three basic principles ofsustainable development to the “land-for-security” as a starting point, it can be found that someproblems still exist in the “land-for-security” policy. For instance, the press of government financesis huge, fund raising is difficult, the value is difficult to increase, level of protection is low, andinsurance costs is lack of actuarial basis, lack of convergence with other security system, lack oflegal protection. The sustainable development of the policy of “land-for-security” can be affected bythese series of problems. Moreover, the suggestions about these problems will be proposed in thisthesis from the perspective of sustainable development.
