Study On Using PMO To Improve Internal Control Capability Maturity

The Ministry of Finance in conjunction with the Commission,the Aud itCommission,the SASAC,China Banking Regulatory Commission,China InsuranceRegulatory Commission and other departments issued a "basic norms of internalcontrol"in June2008.With the bandwagon sweeping across the country,Internal Controlhas become the hottest topic in the theory and practic field of public management.It hasmade much progress in the theory and regulations, but still has many questions in thedesign and implement, such as high cost and fault rate, low efficient and difficult totransplant successful experience, etc. If we take advantage of the technology andmethods of engineering science, use a series of achievements of social scienceengineering for reference, then the questions can be eased obviously.This paper focuses on the implementation process of internal control and makes thestudy on the enterprises internal control capability evaluation and constructs the internalControl capability maturity model of enterprise: IC-CMM. Project Management Office(PMO) has get great performance in improving Project Management Maturity.more andmore companies have launched Project Management Office (PMO) to improveInternal Control Capability Maturity at aboard.This paper brought up a generalframework model regarding using PMO to improve Internal Control CapabilityMaturity.Furthermore, this paper analyzed the key factors of using PMO to improveInternal Control Capability Maturity, embodied detail work to form decomposed modelregarding using PMO to improve Internal Control Capability Maturity. PMO has sixfunctional element which includes:Training system,Counseling and Guidance, processand system,Management Tool, Process Monitoring,performance assessment.Finally,using X company as an example, this paper explained detail practice for applying usingPMO to improve the X company ’s Internal Control Capability Maturity.
