The Industry of the Urban Water Supply is an important part of urban survivaland development,as a high monopoly natural monopoly industry,urban water supplyindustry is one of the basic industry of restricting the development of our country’snational economy,one of the key factors of the development of urban water supplyindustry is vital to the sustained and stable development of our country’s economyand society、the constantly promotion of urbanization.Because of the water resourcesscarcity and public welfare and the establishment and development of China’s marketeconomic system,the existing regulation system of the urban water supply industrycan not adapt to new trends’development,growing water crisis presented anunprecedented challenge to China’s urban water supply industry.the governmentregulation of the China’s urban water supply industry is imperative.This paper describes the background and significance for the study of thegovernment regulation of urban water supply industry,and on the basis of reviewregulation theory and development of the natural monopoly industry and urban watersupply industry at home and abroad,at first,summarizes the technical and economiccharacteristics of the urban water supply industry,that the urban water supply industryhas scarce and irreplaceable、regional monopoly and natural monopoly、economies ofscale and associated economic、externalities and information asymmetry、quasi-publiccharacter,and from entrance regulation、price regulation、quality regulation andenvironmental regulation four aspects specificall address the government regulation’sstatus and quo of the urban water supply industry,and point at the problems of thegovernment regulation of the urban water supply industry,such as the problem ofunity government and enterprises、 chaotic management system、 decentralizedregulation、 cost compensation mechanism and price formation mechanism unreasonable、not enough water environmental regulation、lack of regulatory laws andregulations.At the sane time point at the fundamental and realistic necessity of theregulatory reform, our existing unity government and enterprises height regulationsystem determines the need for regulatory reform from the root,in reality,water crisisintensifies、deepening of the urbanization process and the increase of the populationof the urban residents and the improvement of living standards make the regulatoryreform of the urban water supply industry urgently needed.After specific analysis ofthe actual situation of China’s urban water supply industry, this paper from entranceregulation、price regulation、quality regulation and environmental regulation fouraspects carry out the systematic study of the major developed countries about theregulatory reform of the urban water supply industry,from relax into the regulation、build incentive price mechanism model、strengthen the quality and environmentalregulation、 implementation of integrated management system for quality andquantity、establishment of a specialized independent regulatory agency and build asound legal system six aspects summarized the inspiration and reference role of theurban water suppiy industry regulatory reform of the major developed countries forour country,and put forward policy recommendations to improve China’s governmentregulation of the urban water supply industry,such as fundamentally changing theregulation system;relaxing into the regulation,focus on the relationship between the“stock”and “incremental”,building effective franchise model,implement the form ofthe vertical separation of business;establishing the scientific and reasonable costcompensation、 control mechanism and price formation、 adjustmentmechanism;building incentive mechanism of competition,forming the pattern ofeffective competition; establishing and improving the legal system of regulation.
