China’s economic and social develops rapidly with significant results since the reform and opening up, but some irrational structure problems emerged in the process of development. Two enlarged trend of the income distribution is particularly serious, especially the income gap between industries, which attracted the attention of many scholars. The period of "The Twelfth Five Year Plan"is the key period of reform and opening up. and also a crucial period for China’s economic growth to achieve transformation. So under the new conditions, what changes will happen to the distribution of income? This paper will study in-depth and give the answer.This paper jumps out of the traditional three industry classification, which is most commonly used in the past study. The industrial structure is defined as a hierarchical structure of industry. Similarly, the measure of income distribution is also defined on the level of the industry, converted to income distribution among industries. After the re-defining, on the basis of classical economics theory and through the conduction element market and commodity market, this paper analyzes the relationship between industrial structure and income distribution on industry level, Based on the factor markets’market-clearing process and product markets’ market-clearing process. Summed up as a bridge between the former two by factors such as labor, capital, demand transmission mechanism.summarizes the interaction mechanism between the former two, and proved their relationship theoretically.Finally, based on relevant data of all industry categories from1988to2011, this paper proves the relationship between industrial structure and income distribution by using panel data analysis methods.Then according to the empirical results and the reality, the paper analyzed the reasons of the empirical results, and propose appropriate policy recommendations on this basis. Can be seen from the results of the initial distribution of the results along with economic development and industrial restructuring expanding income gap is difficult to avoid. But if we can effectively reduce the monopoly and adhere to the development of education, from the long-term up effectively alleviate this problem.
