Study On Policies Encouraging Logistics On Fresh And Living Agriculture Products

Agriculture, in a great relationship with the state and people, is the foundation of the whole society. Therefore, our state and even the whole world have attached it great importance. In the year of2011, the government raised a series of measures, named the country’s eight, in order to promote logistics development in a healthy way. Especially, the eighth measure pointed out to develop logistics about agricultural products. It is self-evident to develop logistics about agricultural products for Yi Chang, one of agricultural cities in China. In recent years, the municipal government has taken a series of measures to assist agriculture and the development and the agriculture has developed for a long time. However, logistics about fresh and living agricultural products which just started has restricted the agricultural development in the city. Therefore, the study of logistics about fresh agriculture products is of profound significance to accelerate development in agriculture, realize the market of fresh agricultural products, raise the income of farmers, and stimulate farmers’motivation.Yi Chang, lying in the west of Hubei province, the combination of the upper and middle reaches, is the transportation hub connecting west and east, south and north,and important region to produce and output agricultural products. In recent years, according to requirements of developing modern agriculture, Yi Chang has taken advantages of resources, changed the way of development, made progress by science and technology, and improved the industrialization. Agricultural economics in country has realized the sustainable and rapid development. However, the economic development in country has got less achievement than expectation. One of reasons is that the development of logistics about fresh and living agricultural products is far behind that of the products of agriculture.Therefore, under the strategic opportunities of promoting the developments of logistics about agricultural products, the thesis was concerned about the problems in the development of logistics about fresh and living products, analyzed the factors, learned from the domestics and international research, and raised a series of measures, including Strengthen policies encouraging developments on logistics of fresh and living agriculture products in Yichang City, accomplishing the completeness of retail market system, enlarging the agriculture logistics base and hard-ware instrument, raising logistics technology level, enhancing the information level of fresh and living agriculture,raising the income of farmers, improving the third-party logistics enterprises, developing the cold-chain logistics of fresh and live agriculture products, and training talents in fresh and living agriculture.
