Energy-Saving in Existing Buildings (ESEB) is an important component of building energy-saving strategy in our country, and an inevitable requirement to build a resource-conserving and environment-friendly society. It is an only channel to promote the ESEB project by fostering and perfecting the ESEB market. The key of market developing and operation lies in the subjects’participation actively; hence, the research on the players’ behavior strategies and security system of energy-saving market in existing buildings has important theoretical significance and practical value, and it would be helpful to promote the building energy-saving work.This paper which proceeds in the spirit of fostering and perfecting the ESEB market analyzes the ESEB market players’game strategies and their dynamic evolution rules, and then structures security system to guarantee the market work well based on analyzing the ESEB market behavior characteristics and main players’behavior influencing factors in depth and the supposition that the market players are rational economic men. The main research contents include the following5aspects.1) This part introduces theory research results on fostering market and and summarizes the operation characteristics and practical experience in ESEB at home and abroad based on market characteristic and market mechanism of EPC; and then it puts forward the research on the players’behavior strategies and security system of energy-saving market in existing buildings and structures the research framework way and technical routes based on dissecting the status quo of the ESEB in our country.2) It explores the composition of the ESEB market from energy-saving transformation service market, capital market and technology market; it states the insufficient and reason on incentive policy, EPC mechanism, energy-saving special fund, energy consumption of energy efficiency mark and energy conservation laws and regulations comparing to foreign mature market growth experience, and also comes up with prospect and implementation of our ESEB market.3) It analyzes the behavior characteristic and influencing factors of the government, the owners, ESCO, the appraisal institution and other participants respectively based on the promise that the ESEB has quasi-public goods attribute; and it also deliberates the market characteristics which leads to market failure such as externality, information asymmetry, absence of government, related participants power giants lost and the lack of reasonable financing channels.4) This paper sets up asymmetric evolution game model respectively between the central government and local government, between the government and the owners, between the ESCO and owners, and also a symmetrical evolutionary game model among owners, which are based on the analyses of the participants’behavior influencing factors and market characteristics, and then it analyzes their evolutionarily stable strategies (ESS) and replicated dynamics; What’s more, it structures the benefiting fixed function between the ESCO and the appraisal institution by introducing fixed function to eliminate singular solution, it verifies the necessity and the positive role to set up the appraisal institution ulterior.5) At last, this paper puts forward implementation strategies to build the security system of the ESEB market from policy guarantee system, participant security system and perfecting the market structure based on the game behavior strategy analysis.
