Oil is the component of the basic energy, and it is also the importantstrategic materials which benefits to the people’s livelihood. With thedevelopment of our economy, the crude oil demand is increasing continuously, in2009, China’s crude oil importing quantity achieves to2.038billion tons, whichis more than Japan, and China become the world’s second largest crude oilimporter, second only to the US, it is expected in two or three years before2020,China’s crude oil importing will exceed the US, and China will become theworld’s largest crude oil importer.In China’s importing crude oil, Sinopec accounts for about70%, annual costthousands billion yuan. As the factors which influence the international crude oilprice is more complex, it is difficult to control the price during buying the crudeoil, so we can reduce the transport cost to reduce the cost of the import crude oil.Basic on this, the current situation of Sinopec’s crude oil chain is analyzedfirstly in this paper, which include the international environment of the crude oilimporting and the current situation of the Sinopec’s importing crude oil supplychain, and at the same time, the future crude oil demand and importing ofSinopec is analyzed and forecasted. Then, the transport problems in supply chainof Sinopec’s crude oil importing are analyzed detail, the cost of transport,transportation and transportation routes of crude oil and the risk presence in thetransport process are included.After the analysis process, crude oil maritime transportation network ofSinopec is drawn on the unit of region based on analysis of China’s overseassuppliers, domestic ports and demanding areas. And then, crude oil importingtransport supply chain network optimization model is constructed based on some assumption. In solving the transport network optimization model, the model istransformed into operations research to seek the shortest path problem, then theconcrete solving process is given on the basis of operational research to seek theshortest path problem, determining network diagram phase, determining the stateof network, and constructing the transport cost matrix are included, and at last,the optimal result is given through the Lingo software programming, then aspecific example is given to solve the concrete solving process.Finally,2010data is taken as an example to verify the optimization model,and some countermeasures are given to reduce cost in the importing crude oil.
