Research Of Rural Residentual Land Consolidation Under The Background Of Urban And Rural Harmonious Development In Wuhu City

China’s national economy has maintained rapid growth and urbanization has entered a new stage of historical development since reform and opening. Urban population has been increasing and cities of million populations or even more large cities are emerging. The increase of population led to the rapid expansion of city boundary. In this process, the outstanding problem is the shortage of land for urban construction and urban development is increasingly limited by land resource bottlenecks. In contrast, rural population decreased year by year, but number of rural settlements and area of settlements are increasing in rural areas, a large number of "empty villages" and "hollow towns" emerging. Free of homestead made its values had no true reflections and exacerbated the extensive use of the rural homestead.To further ease the tensions of human-land relation, China has carried out urban increscent and rural reducing links policy. Implementation of rural residential land is in order to develop urban and rural economic and social harmoniously, to promote the urbanization process, to intensive use land resource, to alleviate the lack of land index. It could further accelerate the construction of a new socialist countryside and improve the living conditions of farmers through the rural residential land. Therefore, in the context of urban and rural harmonious development strengthening the consolidation of rural residential land is not only to optimize the industrial structure, to develop modern agriculture and to increase farmers’ income but also to accelerate the pace of building a new rural and to promote the urban and rural integration.This paper discussed the principles and operations of the consolidation of rural residential land, and then further considered the current problem and the necessity and feasibility of it, on this basis, conducted a comprehensive analysis of rural residential land consolidation mode. This paper further, with specific examples of rural residential land consolidation in Wuhu City summary the possible mode of consolidation of rural residential land to provide some experiences for other areas.The experiences of rural residential land consolidation in Wuhu City showed that the per capita residential area of status in Wuhu City is182.04m2, and is more than the highest standards of the state regulations; the potential of rural residential land consolidation in Wuhu City is11116.32hm2; the layout of residential land in Wuhu City is dispersed, mostly along the river and along the road; the rural residential land consolidation in Wuhu City had great potential and benefits and could promote urban and rural harmonious development and the new rural construction.
