SME business is small, but very dynamic. It is playing an important role in national economic construction, and its develop direction and competition level were determined by the scientific research level. R&D personnel not only were the human capital but also the score human capital of SME. The necessary incentive for R&D personnel is one of the important measures to improve the technological level.This article focuses on the perspective of intellectual property incentives, the incentive problems and countermeasure of the SME R&D personnel was conducted in-depth study, which can help the SME to improve the incentives insufficient status for R&D personnel. The article used the questionnaire survey method to conduct a survey of SME in Tianjin Xiqing district And using spssl7.0software, summed up the the general status of intellectual property rights incentives system for SME R&D staff in Tianjin Xiqing district stimulate. And then found that there are some major problems:intellectual property rights incentives system was imperfect; the intellectual property innovation and the main title subjects of property rights were separation; and the inspire awareness of intellectual property rights was poor, incentive effects of intellectual property rights was poor; intellectual property incentives system was lack of hierarchy and difference, the intellectual property incentives system was not perfect; the intellectual property management was not systematic and comprehensive; and the intellectual property incentives lacked a reasonable basis internal assessment. The article based on the literature comb; built a intellectual property incentive conceptual model based on the relationship of intellectual property incentive way, course of conduct, behavior performance, then proposed correlation assumptions between the model variables, finally, the model was validated by survey data using SPSS software.On the basis of the conceptual model, in response to these intellectual property incentive problems, according to certain principles, the intellectual property rights incentive system for SME R&D staff was built from the intellectual property incentive principle, intellectual property incentives culture, intellectual property incentive system and the property rights incentive target four aspects. Finally, take Huaxiang company as an example, summarizes the intellectual property rights incentive problems in this company, and use of the above property rights incentive system, designed a detailed and specific intellectual property incentive countermeasure for the company.
