Study On Increasing Labor Income In The Proportion Of National Income

The17th Congress of the Chinese Communist Party Conference clearly stated in the report that "gradually increase the proportion of household income in the national income distribution"."Twelve-Five" Planning framework once again stressed the need to "strive to improve residents’income in the proportion of the national income distribution", from "gradually increase" to "strive to improve" only two words is different between the two sentences, and the difference fully display the higher emphasis the Central’attitude about the issue that improving the people’s living standards. And labor income accounts for head in the residents’revenue ratio. Therefore, there is more significance to raise the proportion of earned income in the national income distribution.This article uses the labor income since the beginning of reform and opening up as a research object. And study on systematic about it using these research methods such as combining empirical analysis and normative analysis, combining historical investigation and realistic analysis, combination of economic and political analysis, abstract law, comparative analysis of science and so on.First of all, this article reviewed and summed up the classical theory on labor income, such as Karl Marx’s theory about labor value theory and distribution according to work, his theory pointed out that labor creates value for us, labor is the only source of value. Therefore distribution according to work is an inherent part of the Socialist distribution theory in China. And western national distribution theory such as theory of distribution according to productive factors and so on, which had inspiration and reference on China’s income distribution theory.Second. After combing the research on labor income proportion at home and abroad. We can find the direction and progress what we should do from these studies on the status of labor incomes in Chin at the present stage, to provide reference and help for the writing of this paper. At articles of chapter III, after analysis of labor incomes in China since the reform and opening up we get the present situation of labor income.that is the total labor income increased, the proportion of it fell. And then to analyze the distribution structure for the first time in our country, we get that labor income share drops significantly while capital revenue share significantly increased and fruits of economic growth flows to capital more, the degree of government involvement in the initial distribution increases steady. In the fourth chapter of this document, through making a longitudinal comparison of the labor income share of the United States, Britain, Canada and Japan since1980, and make a horizontal comparison between labor income share of55countries and regions and China’s in2000years. We know that Labor income share in China is lower. Because of the proportion of earned income for economic and social’s faster and better development and People living further improved has extremely great significance. So China have reached a critical period of Increasing labor income proportion.Through a systemic study on labor income we found the reasons why labor income share declined in the proportion of national income in the first distribution. The reasons were as follows. The transition of urban-rural dualistic economic structure; the transformation of economic growth mode; Government revenue grows too fast to squeeze the earned income; Market economy system was incomplete;"labor alienation" under the conditions of market economy; influence of excess labor resources; more importance to capital and technology in economic globalization, and so on.This innovation is from the perspective of a new research which is studying on systemic to the labor income share, and combined with Marx’s theory of labor creates value, We made an conclusion that "labor alienation" under the condition of market economy is one of the reasons for labor income share declining, on the basis of the research that most scholars took labor income for study on and generally noted that the decline in proportion.
