The Information Platform For Land Planning And Preliminary Examination Based On GIS

With the increasing difficulty of Chinese Macroeconomic Models, as the means ofmacro-control land is payed more and more attentions by national policymakers. Landplanning and preliminary examination as the important content of macro-control isgiven high hopes. Scientific effective management for land planning and preliminarywork will set up an information platform which is multi-functional, structurallycomplete and technically sophisticated.Based on the experience and shortage of former study of land-use planningmanagement information system at home and abroad, especially Xuzhou city, this thesisanalyzes the data model and reconstructs the operation flow. Based on GIS technologyand Oriented Object Design, this thesis designs the information platform for landplanning and preliminary examination, which including the function module, projectsaccepting module, Preliminary Examination module, querying statistics module andachievement output module. Based on the data of land planning and preliminaryexamination and Oracle management system, information platform database of isdesigned.Using Oracle10G as database system, ArcGIS9.2as platform of GIS, Visual Basicas developing tool, C/S as operational model, we compatible the E-government platformand various database system to design the information platform of land planning andpreliminary examination. This platform uses presentation layer, operation layer and datalayer as type organization and adopts ArcSDE to manage the business data. Base ondiversified graphics editing functions and area statistics functions, this platform canrealizes project review, inquiry statistics, result management and achievement output inland planning and preliminary examination. In addition it can realize the seamlessconnection between E-government platform and special database system.This platform has strong business processing functions and data managementcapabilities. It can meet the needs in land planning and preliminary. And its databasecan realize the data sharing between business segments which facilitates the landmanagement especially in examination and approval project and supervision.
