With the continuous progress of the economic globalization and the restructuring and upgrading of China’s economic, small and medium enterprises which play a key role in the healthy and sustainable development of the national economy are facing unprecedented opportunities and unprecedented challenges, especially the global economic crisis in2008originated from the United States and spread to the world caused the deterioration of the economic environment, and inflicted heavy losses on the development of small and medium enterprises in Zhejiang Province, also made corporate innovation as a core competitive factor once again aroused the attention of academia and industry. Admittedly, SME innovation activities for core competitiveness and ultimately enhance the innovative performance of the entire process, optimize the allocation of resources and the rational use of resources is a crucial prerequisite, due to historical reasons, SMEs have the relatively limited resources, how to build the perfect environment for innovation resources supported systems and optimal integration of resources in order to get a good innovation performance theory and business circles to explore the focus.In this paper, for the study of small and medium-sized manufacturing industry restructuring and upgrading of China’s economic development scenarios, extensive research based on the summary of the relevant literature theory to study how the integration of resources affect the mechanism of enterprise resource supported system for innovative performances. Summary of literature theory, based on the innovative concept of resources supported systems, we build the resources supported systems, resource integration and innovation performance among first meaning and measure enterprise resources, resource integration and innovative performance relational model outlining the elements of meaning and measure clear logical relationship between the three, around the resources to ensure the integration of resources; resources to ensure innovation performance; resource integration innovation performance three basic relations study and make assumptions. Empirical analysis based on questionnaire survey data of small and medium-sized manufacturing industry in Zhejiang Province, in order to verify the assumptions contained in the theoretical model, and conclude by theoretical analysis and empirical research. Then, according to the conclusion, the paper proposes the suggestions on how to build resources to ensure effective integration of resources to enhance the innovative performance in order to be able to provide a reference and inspiration for the SMEs in Zhejiang Province. Finally, we discuss the innovation, research gaps and future research directions.
