In the last ten years, the local government appointed CFO to the state-owned enterprise more than30times, supervised capital fund more than50billion RMB. So the government of Chuangchun appointing CFO is typical of the kind.Current situation is, the research on this area is a state of emptiness. Supervise these CFO is passively, shortly, if there is no significant problem, it is really hard to superivese. Government give authority to these CFO, but hard to manage them, and no admisistrative standard, too. How to finish this passive position, reverse the tide, is the purpose of this thesis. This thesis will combine actual conditions, research on the delelopment of government appointing CFO to state-owned enterprise.
