Research On The Efficiency Of The Coal Industry Chain Based On DEA

Coal plays a very important position in the national economy and social development.Andcoal occupies the dominant position in energy production and consumption. The coal industryreleases waste unceasingly during the mining, processing and use process, which wastesresources and threatens the environment greatly. So the development of circular economy andthe coal industry chain of Coal industry can promote the rational coal resources development andeffective use. The development of circular economy of coal industry is an important part torealize Resource-saving society.The efficient operation of industry chain is the basis for the development of coal circulareconomy. The paper research the efficiency of the coal industry chain. First, the paper builds theindustrial chain of coal circular economy development model which based on the theory ofindustry association and combined with actual coal enterprises. Secondly, the paper defines theindustrial chain efficiency on the basis of the relevant theory. We use DEA to evaluate chainefficiency, establish a general method of Evaluation of chain efficiency, and decompose thefactors affecting the efficiency of the industry chain. Finally, we measure the efficiency ofChina’s coal industry chain by using quantitative and qualitative methods.This study showed that, through analysis the industry association of coal industry, wesummed up the development model of coal industry chain, includingCoal-Electricity(Liquefaction, gasification) industry chain, Coal-Electricity-High energyconsumption(High power consumption)industry chain, Coal-Steel(Machinery)-Coal miningindustry chain. We evaluate the chain efficiency by using the coal data of28regions during2005-2009. We believe that the coal industry achieved a great deal of reform and developmentbecause of the state to promote market-oriented reform of coal. So the coal chain efficiency hasbeen steadily increasing during2005-2008. However, due to the severe impact of theinternational financial crisis, the industry chain efficiency decreased greatly in2009. Finally, thispaper presents both the macro and micro policy recommendations.
