However, coal industry is to comply with the laws of the market, subject to government regulation of the power industry, for the price of coal, the conflict between the two intensified that focus on coal prices. Because the distribution of coal resources in China presented "many East West less","poor north poor South" pattern, coal distribution is geographical heterogeneity, power generation companies and coal companies have a certain distance, so the protection capacity for transport and supply of coal is also very important, and the volatility of the coal demand in recent years led to fluctuations in demand, the tension capacity across the country has become more difficult to resolve contradictions.For the coal and power industry, the contradiction between the chain, particularly for the coal industry and the contradiction between the power industry in recent years, many scholars studied from different angles, obtained some excellent results, for the coal transportation chain has a positive effect. Most of these theoretical results has the short-term effectiveness of the system and very little theoretical analysis of the industrial chain, industrial chain of coal power operating mechanism to measure the efficiency of the industrial chain.
