The complete process of economic growth must both include the quantity andquality.As more developed coastal provinces in China, Guangdong, Jiangsu andShandong province have many similarities, such as area characteristic, economicstructure and development level. The thesis chooses the provinces of Guangdong,Jiangsu and Shandong. Firstly, the thesis explains the connotation of economic growthquality in five aspects combining with the personal opinions. And then makes themeasuring system of index from five aspects of the source, morphology, trajectory,outcomes and cost of economic growth, and analyzes the quality of economic growthin these provinces.The results of studying on evaluating quality of economic growth show:1) All ofthe three provinces have a rising trend on comprehensive evaluation index.2) Seenfrom the increasing speed of comprehensive evaluation index, Jiangsu province is thefast and Shandong province is the lowest.3) Seen from the relative size ofcomprehensive evaluation index, Guangdong province is higher than the others andShandong province is the lowest. In addition, the gap on comprehensive evaluationindex among the three provinces is smaller and smaller by years.4) It has proven thatthe three provinces`s economic growth can be called the quantity economic growth.In the analysis process, the three provinces face a common problem: highinvestment rate and low consumption rate. It is also the main problem in the economicdevelopment of China. So the thesis research on the government`s macroeconomiccontrol performance from the angle financial expenditure structure. The results showthat we should focus on increasing public expenditure and social security expenditure.At last, the thesis advances the advices for enhancing the quality of economicgrowth of Guangdong, Jiangsu and Shandong provinces.
