Performance management as a kind of excellent management idea and management tool have been in the domestic numerous enterprise practice for many years, to a certain extent, to mobilize employees work enthusiasm, improve the enterprise overall performance and realize the goal of enterprise plays an important role. But, of scientific research personnel performance management, the military industry research institute, it is under research and exploration, in this respect the study of the theory of the few results. How to efficiently implement performance management, and fully mobilize the enthusiasm of scientific research personnel, prompting they were active in the science and technology innovation, and constantly output innovation achievement, is the military research foundation of sustainable development, also is the important guarantee of construction of high-tech modern national defense science and technology industry.Based on the analysis of military institute performance management present situation and the issues in the foundation, the union military research institute of the characteristics and the characteristics of scientific research personnel, and explore suitable for military research institute of the characteristics of scientific research personnel performance management method and process. Mainly for the following several aspects:In the war industry institute researchers work on the basis of analysis, using the method of key performance indicators (KPI) and benchmarking reference method, design performance evaluation index of institute of the military scientific research personnelOn the basis of clear assessment index system, using the group decision and analytic hierarchy process to determine the weight of assessment index, formed by combining qualitative and quantitative, tend to be more objective performance evaluation index system. Put forward the design principle of combination of project and post evaluation assessment, make the appraisal result to be more objective, more easy to be accepted by the scientific research personnel.And make a military research institute as an example, the use of design good performance evaluation index system and the analytic hierarchy process (ahp) has conducted the real diagnosis research, design a perfect performance management process, from the performance management of the six links, to strengthen performance management process control, and make a preliminary evaluation of the implement effect.In order to ensure smooth implementation performance management system, and put forward the security measures of the propulsion performance management system of the effective implementation.This paper attempts tries to establish a set of military institute for scientific research personnel characteristics of scientific and reasonable performance management system, which can promote war industry institute of science and technology system reform to adapt to the development needs, and constantly enhance the overall performance, unceasingly promotes the science and technology innovation achievements, enhance the sustainable development ability, to make greater contribution for the modernization of national defense.
