Since reform and opening, with the market economy has improved steadily, further accelerate the process of urbanization, and the household registration system reforming, China is seeing a large-scale transfer of rural labor and urban labor mobility. Shanghai, as China’s economic center, sustained and rapid economic growth, atthe same time, Shanghai has a relatively good employment environment and a relatively safe and stable social environment, which are attracted to this large number of foreign workers who do business. Town employees as city employees an important part in playing an important role in overall economic growth of Shanghai and urban construction have made a great contribution. In building a harmonious societyand people’s livelihood in the larger environment, the social security status of floating workers more and more attention. Basic medical insurance as a social security system, an important component, to achieve "universal access to basic health services," the development goals, we need to constantly improve the system of medical insurance of foreign employees.Firstly, the theory of health insurance-related analysis, the analysis of foreign employees in Shanghai medical insurance policy, make the following assessment of their status of implementation:the current policy is a model of innovation, easy management, high efficiency, while the level of medical care needs to be improved, management transparency should be strengthened. Using SPSS statistical methods to analyze the relevant factors to participate in health insurance, the following conclusions:household factors have weakened, occupation, job factors as whether to participate in the significant factors that health insurance; the new rural cooperative face a dilemma, and strong awareness of personal insurance. Further analysis of empirical research needs and payment patterns of health care. By comparing the method of comparing the medical insurance system at home and abroad, summed up the following experience:through legal rights and interests of certain floating employees, the implementation of the principle of tripartite burden, reduce the system threshold, and gradually realize the national urban and rural areas. From the above three aspects of the analysis, improve the medical insurance system for employees outside the concept of medical insurance system model proposed target of the gradual inclusion of foreign employees in the medical insurance system for urban workers, in accordance with the "low rates,can be convergence,gradually transition" improve the medical insurance system to achievethe path. In the progressive realization of the urban and rural areas, the integration process, the Government should strengthen the accountability mechanisms and strengthen social supervision and management, enhance the awareness of foreign employees insured.This paper uses qualitative and quantitative research method of combining, foreign employees in Shanghai to explore further improve the measures of medical insurance system and make policy recommendations for improving the town employees health insurance system provides a theoretical basis and practical means.
