Desigh Of Social Security System For Informal Employee In The Urban-rural Integration Process

The accelerating integration process of urban-rural social security has posed a severe challenge to current old-age security system. And the increasing informal employee in cities has caused wide public concerns, because they need the old-age security. Under the condition of "not rich,but old ", the aggravating aging trend has put tremendous pressure on the old-age pension. Meanwhile, the urban-rural integration calls for the further expansion of the social security coverage and establishment of the universal social security system. In the context of the urban-rural old-age security integration, this paper proposes and designs the old-age insurance system for informal employees and then conducts a series of quantitative analysis.Some theoretical research on China’s old-age security development is carried out and then the ultimate goal of old-age security development is proposed. Development process of our old-age social security is divided into several different stages, and it is pointed that now we are in the integration stage.After the investigation of the practical situation of Shanghai district, data that get from the investigation is analyzed using software and principal characters of informal employees are worked out. On the basis of theoretical research on the old-age social security for informal employees, the old-age insurance system for informal employees is proposed and designed. Informal employees are classified into3types according to their places and economic conditions, then3different types of insurance scheme are provided to accommodate those informal employees, and the integrated development of social security system could be implemented.This paper focuses on quantitative analysis of data. After the core model was created by levels, classes and specifications, the model is simulatedSeveral new ideas are brought forth here. Firstly, for the first time, china’s social security system is studied in the context of urban-rural security integration. Secondly, the fact that newborn peasants will become city citizens gradually is considered in the system. Thirdly, under the conduct of scientific thought of development, whole informal employees are covered as widely as possible by the system. At last, the system design and experiments are made pointed in order to insure the scientificalness:different schemes is made for different people, different check methods are used by different schemes.
