The Research Of Shangqiu Middle-and Low-income Urban Family Housing Security

In recent years,with the rapid development of economy,the process of urbanization of our country is also in constant acceleration,the urban population has increased,the residents of housing needs is growing rapidly,our country is facing a huge housing pressure.At the same time,our country housing marketization system has made the real estate industry rapid development,lead the house prices rising rapidly.The proportion of residents’ income and house prices is too imbalance that most of the low-income family in the city can’t afford to buy a house Housing as a necessary condition of human existence,only rely on market allocation may lead a lot of family cannot get a house.Family as the basic unit of the society,make sure that every family has housing is good to maintain social stability,keep the social econamic developing stably and healthly.Therefore,it’s quite necessary for the government to fomulate corresponding polices to help the family with housing difficulties to live and work in peace and contentment.In view of this conditions,in1998,with the published of <The State Concil Notice about Further Deepening Town Housing System Reform and Sppeding up The Housing Construction>, our country has preliminary build housing safeguard system of the uban rsidents. The Notice explicitly explains the direction of the housing system reform,and points out that we will establish a new housing guarantee system,in this system Affordable Housing ocupy the main body status.And according to the different level of family income,our housing guarantee system contains different guarantee standards.For lowest income families there is low-rent house,for the medium income families there is affordable house,and for the high income families there is commodity house.Under the new housing reform policy,our housing security policy gradually put down, for quite a big amount of family solve the housing problem. But,in the process of executing,because of the shortage of funds,the distemperedness of housing system and some other reasons,caused dificulties in housing guarantee construction.And also,housing security as a means of social redistribution,has to rely on national policy.But,because our housing guarantee policies is gropping for maturity in practise.So the deviation of policy will also have important effect to the construction of our housing security.Especially from the end of2001,as the influence of "city management" concept,many local government tranfer land for finance income.After that,in2003,the State Council determine that in promotion of our economic development the real estate industry was the pillar industry.Since then China’s real estate industry has been developping rapidly. Commodity house are deneiopping rapidly,and seriously weakened the construction enthusiasm of affordable housing,so commodity house substitute for affordable housing, as main body status in the national housing security system. Although this is the case have been improved in the "eleventh five-year plan" period,but also left a lot of problems in our housing safeguard system,and hindered the development of urban housing safeguard.According to this situation,many scholars start to think how to solve the problems in our housing system,they want to seek out reasonable housing guarantee system for our country.In this paper Ⅰ select the low-income family in shangqiu city for research object,proposed by the research of shangqiu low-income family housing security,analysis our housing guarantee policy’s existing problems,use the developed countries or area’s housing guarantee policy for reference,for improving our country’s housing guarantee policy actively looking for solutions.
