Agricultural insurance has become a critical protective measure to develop the agriculture in the entire world. As a major agricultural province in China, Jilin Province has continued to adopt the advanced technology and the relevant measures to advance the agriculture.On the base of studying theoretical results, surveying the development of Jilin Province’s agricultural insurance by adopting comparative analysis and probability theory, the Jilin Province’s Agricultural Insurance development situation and constraints are understood; and then with developed nations’relevant experience in agricultural insurance being used for reference, Jilin Province’s Agricultural Insurance is analyzed comprehensively and systematically; suitable countermeasures are put out to develop agricultural insurance in Jilin Province.The full text is divided into five chapters.chapterl, Introduction. The chapter Introduces the topic’s background, and why the issue is concerned? What results have been get at home and abroad; the main content of the study, methods, and the general ideas are briefly clarified.Chapter2, The analysis about the development and Status of Jilin Province’s agricultural insurance in recent years. Agricultural insurance has been attached great importance by Jilin Province’s relevant government. The data about Jilin Province’s agricultural insurance are cited from2003to2009in the government’s supporting policy and the cost of subsidies. The existing basic conditions in Jilin Province’s rural areas,the multi-level productivity level and the diversity insurance needs, low farmers’capacity to insure themselves and the lack of insurance coverage are objective factors to be Analyzed and discussed.Chapter3. According to field visits and a large of statistical information, the specific problems in developing agricultural insurance in Jilin Province are briefly described. The description in this chapter is about the agricultural insurance law, the missing local financial subsidies, low farmers insuring-themselves capacity, and the lack of agricultural insurance needs. The content of some foreign countries on agricultural insurance legislation are enumerated, and to learn from foreign advanced theory, the article briefly clarifies the current main problems to develop agricultural insurance in Jilin Province.Chapter Ⅳ, as a major agricultural province, the support and protection are needed urgently by Jilin Province’s agriculture and rural economic development. Three constraints are summarized, including the external environment to develop agricultural insurance, the supply constraints and the restricting agricultural insurance needs. Endeavoring to establish agricultural insurance system.Chapter Ⅴ, based on the above chapters, the chapter focuses on getting out rational proposals to promote the development of agricultural insurance in Jilin Province. The following measures are including:to strengthen the construction of agricultural insurance laws and regulations; to strengthen support in the financial and tax policies; to set up a separate institutions to agricultural policies of insurance; to ensure the effective implementation of the commercial insurance business countermeasures advocated by the government; to set up reinsurance or agricultural insurance catastrophe fund; to accelerate the innovation in the agricultural insurance; to cultivate farmers insurance awareness, and implement voluntary and compulsory insurance; to speed up the development of agricultural economy to promote farmers’ income increase. It is necessary to make known to choose suitable path based on the objective environment, in order to advance implementation of agricultural countermeasures of the insurance business, and effectively explore and resolve the related issues of agricultural insurance development in Jilin Province.
