Housing issues is related to livelihood issues. To protect and improve people’s livelihood and promote social harmony and progress, the government developed policies of public housing. And the current low-income housing situation is very grim. Because of the multi-level needs of housing market, many housing models have appeared in public housing, such as affordable housing, low-cost housing, public rental housing and others. Public rental housing is built on the basis of affordable housing and low-rent housing. As part of public housing, public rental housing solves the housing shortage in "sandwich class". The12th Five-Year Plan clearly put forward to the contents of the public housing, it highlighted the dominant position of the government and took the development of public rental housing as a key to be the subject of public housing gradually.Public rental housing provides transitional safeguard, the basic principle is that "adequate housing" instead of "Home Ownership". Because public rental housing is non-exclusive and quasi-public goods, the government is the main body in supply of public rental housing. This article is based on extensive literature, it references experiences of the development of public housing in the United States, Japan, Singapore and Hong Kong and combines with the public housing policy in our country. From the microscopic and macroscopic point of view, it studies the supply model of public rental housing of government in china and takes example for Chongqing, Shanghai and Beijing to analyze the problems in developing the public rental housing. Finally, it builds a supply model of public rental housing of government and proposes improvements in the model, which facilitates our supply system of public housing to establish and perfect.
