Optimization of industrial structure is the theme of and economic development of all countries in the world. It is the advanced and global theory and the practical issues. It is also the hot topic of economic development of our country. Economic theory and the practice of economic development show that:optimization of industrial structure has the vital role to promote the development of economy and the coordinated development of society and environment. It is also important to promote economic growth. The experience of economic development and the changes and evolution of the industrial structure about the developed countries in the world, such as the United States and Japan, show that:Industrial structure and economic growth have a very close relationship. In the process of economic growth are always accompanied by the adjustment and optimization of the industrial structure. The constantly adjustment and optimization of industrial structure is the sustainable power to promote the economic development. As a resource converter, the industrial structure largely determines the utilization of the resources and reflects the direction and level of the regional economic development. If the industrial structure is reasonable it is useful to promote the coordinated development of all industries and the progress of science and technology. It can improve the economic strength and promote the economic growth. On the contrary, it will influence the economic development and hinder the economic growth.In this paper, industrial economics and statistics are the theoretical guidances. It describes concepts about industry and the factors which affects the change of industrial structure. It summarizes and sorts out the correlation theory both at home and abroad since the seventeenth century. Through the output structure, employment structure and comparative labor productivity, it can analyse the current situation of the industrial structure of Hebei Province. Also,it does dynamic analysis about industrial structure of Hebei province by Shift Share Analysis. In this paper, it researches the relationship between economic development and industrial structure of Hebei province. Then, it studies the relationship between the industrial structure and three factors, employment structure, the progress of science and technology and the consumption structure. It shows that:if the consumption structure is optimized it will improve the second industry. Thus, the whole industrial structure will be upgraded. Improve the scientific and technological level and make use of the positive impact of it as far as possible to promote the industrial structure. This paper also uses the" fast track" model to calculate the balanced growth and result the best structure between the three industries. After that, it take use of the SWOT analysis to find out the advantages and disadvantages of Hebei province. According to the analyses, it gives some suggestions about how to optimize the industrial structure which will serve the government decision.
