The Empirical Study On Hebei Province Urban And Rural Equalization Of Basic Public Provision

The third Plenum of the17th Communist Party of China Central Committee put forward, at present our country has entered as a whole by industry promotion agricultural development, by the city’s prosperous leads the rural development. China has entered to speed up the transformation of traditional agriculture, agricultural modernization with Chinese characteristics, follow the path of a crucial moment. By2020, it is the basic target and task of our country rural reform development to establish fundamentally urban and rural areas to form a new pattern of integration of economic and social development. However, because of history, society and resource’s natural endowment and so on, there has been vast difference between urban and rural for a long time and the difference is shown enlarge a trend. It is an important precondition and the duty of the government to promote equalization of urban and rural basic public services to narrow the urban and rural difference, to transform the pattern of economic development, to realize the harmonious development between urban and rural area, to maintain social fairness and justice. Therefore, there is important theory and practical significance to research the equalization of urban and rural basic public services.At present, there is unequal condition of urban and rural basic public services as an our country’s underdeveloped area. The condition has attracted the government of Hebei province’s attention, for example, in the’12th five-year Plan Report of Hebei Progress of National Economy and Social Development’, on talking about safeguarding and improving people’s livelihood, it proposes the target of establishing perfect intact sustainable public services system for both urban and rural according to the status of Hebei province, but there is not a specific perform standard for this target, and there is not a concrete standard to measure in concrete operations. Therefore, that has important practical significance for the progress of the equalization of basic public services to analyzing the supply of specific target of basic public services in Hebei province in the point of the supply of basic public services.My thesis is mainly based on the theories of welfare economics, fairness and justice and harmonious society, and the current situation of urban and rural basic public services in Hebei is my starting point. Through empirical analysis, it put forward the state and degree of inequality of basic public services in Hebei at present and further probes the factors of restricting the equalization of basic public services in Hebei. It has proposed reasonable recommendations in allusion to restraining factors. The main contents include the following:First of all, the paper analyses the meaning and characteristics of public services, basic public services, the equalization of basic public services and the equalization of urban and rural basic public services. It expounds interrelated theories of this paper to research and index system to measure the equalization of basic public services.Secondly, according to the demand levels of basic public services, it analyses the supply of urban and rural basic public services in Hebei based on three aspects:compulsory education, health service and social welfare.Again, it analyses the reasons of the inequality of urban and rural basic public services in Hebei from both Related system and Financial and economic ability. Hereinto, The primary coverages are:it is imperfect of public services system and public financial system in town and city.the development of urban and rural economy appeared difference in Hebei province, rural finance has difficulties, there is no concrete perform standard in the equalization of basic public services and so on.Finally, based on the reasons above of the supply of urban and rural basic public services in Hebei province, the paper puts forward to establish the system of the equalization of urban and rural basic public services and specific proposals at two levels. Hereinto, The primary coverages are:establishing the integrated public services system of the city and the countryside, deepening the reform of residence policy, completing the management system of the equalization of urban and rural basic public services, smoothing the channel of farmers to express interest and so on, enhancing the quality of rural basic education, improving medical and sanitation conditions in rural areas, perfecting social security construction and so on.
