The road-way transport is always as the key focus area of the energy saving and emission reduction, and to advance the development of drop and hook has been an important task of national road-way transport energy saving and emission reduction strategy. The drop and hook transport can reduce fuel consumption on the basis of unit transportation turnover, and so that to promote energy saving and environmental protection. The drop and hook transport reduces fuel consumption on the basis of unit transportation turnover by improving the popularizing rate of heavy tractor/trailer combinations on arterial highways; reduces the unloaded ratio of tractors by dispatch tractors reasonably as needed in the operational network through the highly intensive organization. Therefore, the State Council clearly demanded to promote the drop and hook transport development in multiple documents.In October2012, the Ministry of Transport and the Ministry of Finance joint together issued the list of the second batch of drop and hook transport pilot projects. By this point, the drop and hook transport experiment has entered upon its third year, and nearly100projects have been selected. As the drop and hook transport experimental work progresses, the energy saving and emission reduction effect of drop and hook transport in theory has been widely recognized, however, there is still a lack of an effective evaluation system, especially an empirical system, through which to get accurate data by a monitored and measurable way, thereafter to prove the effect of the energy saving and emission reduction effect of drop and hook transport. An effective evaluation system is even more important to the drop and hook transport experimental work. It can accurately measure the role that the drop and hook transport plays in reducing energy consumption and greenhouse gas emissions through the reasonable index setting, operational data acquisition ways and scientific evaluation methods. This paper aims to establish the benefit analysis and evaluation method that suits our country’s road-way transport characteristics, and then to provide technical support for the performance evaluation of the drop and hook transport experimental work. This paper put forward the necessary and sufficient conditions of the development of drop and pull transport; analyzed the present development situation and the existing problems of drop and pull transport of our country. Put forward the basic theory of energy conservation and emission reduction of drop and pull transport, and the conduction mechanism and model among Different elements and link and final energy conservation and emissions reduction benefits, then briefly calculated the energy conservation and emission reduction effect of those models. Constructed the evaluation index system, after straightening out the logical relationship between the relevant indexes, and then to establish the corresponding comprehensive evaluation system and the analysis model. Constructed the organizational system for guaranteeing effective acquisition, upload, processing and evaluation of monitoring data, a system mainly comprises the following:organizational structure, division of responsibilities, personnel security, data flow system, the data using standardized management, information release system and so forth.This paper made a breakthrough by utilizing the method of with and without comparsion for the evaluation of energy conservation and emission reduction of drop and pull transport, which would be more emphasizing on the acquisition and processing method of the index values, which as well could guarantee the authenticity of the evaluation results.
