Every enterprise tries hard to reach the goal of maximized value in long-term, which requires the steady, efficient and sustainable development of such enterprise. As a result, the ability of strategic management is indispensable. The value of strategy to a company is beyond question. The implementation of strategy calls for the support form both operation and projects. As a typical project-oriented company, The value of project is critical to the strategy. Because the resource is often scarce, The enterprise should give its resource to the most valueable project, which, in turn,can promote the enterprise’s strategy, and furtuermore, the enterprise itself.Howerer, The construction in China is low in concentration ration of industry and suffering from over-compition with a relativily low benefit level. Many companies bid the tender blindly, and lead to a waste of their resource as well as the deviaton of the project from their strategies, which is the reason why such enterprise have trouble in becoming bigger and stronger. In order to cope with those, The construction enterprise should change their attitude towards develop, and choose the project based on their strategies and make them as a whole, which is the best way to develop better and faster.This paper first give a brief discription of the background、the goal and the meaning of the research, then concludes other researchers’results based on lots of literiture. And put forward the researching route. Then shows the knowledge of strategic management, project management and strategic project management, which becomes the theory foundation of the paper. Then design a process of project selection, and design a KPIs used to select project via BSC method, which contains the four degree such as finational、consumers and stakeholders、inner process、 learning and growing, in accord with that, a new evaluation mehod consists of a set of different mathods (i.e:Gray Evaluation Method, Topsis Method,Fuzzy Method)is adapted to rank those projects. In the end, a programme written in Visual Basic consists of index input, index weighting, project scoring, project evaluation, result output, so the method comes true.It is the first step for strategic project management to choose the right project, and also the premise and foundmantal. It is a complicate systemic engineering with a remarkable meaning both in theory and in practice. However, subjected to the author’s experience and knowledge, the author cannot put it in effect.
