Highway is an important infrastructure of modern economic and social development. With the development and consummation of the highway network nationwide, the highway industry and the industries alongside are growing larger and larger, indicating a broad prospect ahead. As an auxiliary facility, service area is playing a great part in highway operating management system, with a noticeable concern value. In2009, Transport Ministry introduced measures to further standardize and direct the highway service facilities in terms of their construction and management, layout planning, scale, construction procedures and operating management. This is aimed to provide policy guarantee and development direction for the sustainable development of highway service area.Highway venture is the result of market economy. Under the circumstances of a new round of investment structure reform, venture X experienced formation and growth, and undertook the mission of operating highway area asset of Hubei Province. The operation of service areas is the most important part of Enterprise X’s business. This paper deals with the service areas under Enterprise X’s control. By analyzing and evaluating the current situation and common seen operating models, this paper puts forward the best choice on Enterprise X’s behalf, mainly including:1. It analyzes the actual situation of service areas of Enterprise X, and points out the inefficiencies in their operation.2. It makes a list of the common seen highway service operating models:the multi operating model of Korea, the franchising mode of France, the trust-based operating model of Taiwan, and Guangdong model, Liaoning model and Jiangxi model. One step further, it points out their strengths and weaknesses and chooses the most suitable model for Enterprise X.3. It concludes the evaluating method of operating model. It first sets up evaluating model, and picks14indexes in the area of finance, customer, internal business procedure and growth, thus setting up the evaluating index system.4. In real situation analysis, it evaluates the operating models of Enterprise X on the basis of TOPSIS-entropy weight method, and introduces the best choice for Enterprise X. in deciding the weights of indexes, it makes comparison among them by variation coefficient method, and works out the close degree of the model to be chosen, thus as their ranking criteria.5. It comprehensively analyzes the evaluating outcome. With consideration of previous service areas and the newly set up ones as well, it brings up suitable operating model and gives the actual implementing suggestion on service operation of Enterprise X.The study in this paper gives instruction to the service area operation of Enterprise X, and can be of references to other organizations in this industry and even the whole asset operating industry.
