| As a country riches in human resources, China, the biggest developing country in theworld, has been blocked by unemployment problem in many fields, such as economic andsocial development. Along with the economic system transition, the adjustment ofeconomic structure and a series of structural adjustment, structural unemployment problemin China is becoming more and more obvious, and aroused widespread concern. Theproblem would seriously hampered the sustained and healthy development of China’seconomic and social harmony and stability if not effectively addressed.The twelfth five-year plan is a critical period of building a moderately prosperoussociety, deepen the reform and opening up, accelerate the transformation of economicdevelopment. Therefore, in the special period, solve the problem of structuralunemployment not only has a very important practical significance, but also a strong senseof urgency and responsibility. So, the study of structural unemployment in China issignificant.This paper is divided into five parts:I. Introduction. Firstly this paper expounds the background and significance ofstructural unemployment. Then, this paper reviews research achievements of structuralunemployment both in domestic and foreign. Based on the literature review, this paperestablished the method emphasis and innovations.II. Theoretical basis of the thesis. Firstly introduces the concept and classification of thestructural unemployment. Then, this paper reveals the essence of structural unemployment.Finally, analyze the mechanism of the structural unemployment through the short-termlabor market model.III. Performance and reasons of the structural unemployment in China. First thisarticle summarizes variety forms of the structural unemployment. Then, this paper analyzesthe reasons of the structural unemployment, mainly including the supply, demand,distribution of labor and social security.IV. International experiences of controlling unemployment. Foreign countries control unemployment by many policies like focus on the development of education, stimulationsthe economy, industrial policies and social security system. High welfare and securitypolicies in western countries can decrease the unemployment negative effects.V. Path choices of solving structural unemployment. This chapter expounds theoverall thought to improve the employment situation in the twelfth five-year-plan outlinefor national economic and social development of China. AS chapter III has analyzed thereasons of the problems, our government should pay more attention to education, adjust theeconomic structure, perfect labor market system and improve the social security system tosolve the problem of structural unemployment. |
