The Research On The Safety Risk Assessment System Of International EPC Project

The deepening economic globalization and world political and economic pattern ofthe new changes,competitions around the markets、resources、talents、technology,standardsare more intense. China’s enterprises to contract international projects and develop theglobal market, the inevitable choice of adapt to the national economic strategicrestructuring. International project contracting enterprises to go abroad is one of the mostimportant way, the EPC mode is one of the key management mode of engineering contractmanagement nowadays.International EPC project contracting business is not always smooth. First, some ofthe host country or regional political situation turmoil、policy change, the armed forces ofthe hot spots of international disputes and threat of terrorism extremist forces increased;some environment complex and changing, natural disaster、major disease、Securitysituation、religious force, etc. have many unstable factors. Second, from these enterprises’sown situation, most enterprises a general lack of cross-border managers, some of is notresearch throughly of the policies and regulations and investment environment of theinvesting country; some projects have low level management, quality、duration and on-sitesecurity control powerless. Therefore, the research on the safety risk of international EPCproject is necessary. At the same time of accelerating encourage enterprises to "go out", butalso to guiding the enterprises to increase the awareness of risk prevention, improving riskmanagement, not only "go out", but also "stand".This article based on the risk concept of "big security", first of all,expoundingtheories of EPC contracting、 risk management and international project management;second, analysing the current situation of international EPC project safety risk management,summed up the cause of the problems; again, building an international EPC projects safetyrisk assessment system, identifying security risks to build EPC engineering safety riskindex system, building integrated group of AHP fuzzy comprehensive evaluation model forrisk assessment; Finally, case studies about A Company of EPC project in Saudi Arabia,inspect of international EPC project safety risk assessment system. Innovation in this article:(1) The research object is safety risk management ofinternational EPC project, identify the risk sources and risk structure of the currentinternational EPC project;(2) building international EPC project safety risk index system,and making use of fuzzy comprehensive evaluation method to build a safety riskassessment model, test the model results by case.
