Research On Agricultural Infrastructure Financing In Heilongjiang Province

A developed and efficient agricultural infrastructure is the basic conditions for the sustained、high efficiency、stably growing agriculture and the continuously raising agricultural labor productivity, Is the material and social basis of establishing a uniform and perfect market economy system, realizing the sustainable development. Is the important measures of developing the future rural economy, promoting agricultural and modernizing the countryside. Capital is the primary factor restricting agricultural infrastructure project construction, this is the theoretical workers and industrialist’s common knowledge, financing difficulties largely restrictes the development of agricultural infrastructure. This paper bases on the reality, researchs agricultural infrastructure financing in Heilongjiang province, aims at systemly studying domestic and foreign agricultural infrastructure financing activities, refering the domestic and foreign important theory research results, constructing the adapting Heilongjiang province agricultural infrastructure financing theory frame.The agriculture infrastructure of Heilongjiang province is relatively backward, the specific performance is the low unit land output, less long-term investment such as Irrigation and water conservancy project, the comprehensive production capacity of agriculture and the ability to withstand natural disasters are not strong and the agricultural infrastructure construction is poor performance and so on. The main reason is infrastructure construction financing obstacle.This paper is concerned with the financial issues of agricultural infrastructure in Heilongjiang province. Agricultural infrastructure in Heilongjiang province is the substance carrier of agricultural production and development, as well as the foundation of rising comprehensive productivity in farming and the establishing of the modern agriculture. The delay-agricultural infrastructure has been the bottleneck of agricultural development in Heilongjiang province. However, the financing predicament is the main factor in causing the falling behind of construction and management in agricultural infrastructure.The study purpose and significance is that according to the study of this subject, to illustrate systemieally the theoretical system in agricultural infrastructure; to bring forth new ideas in financing institution in agricultural infrastructure; and to promote the supplication and efficiency. Gilding by the related theory of agricultural infrastructure financing, setting out from the present status of agricultural infrastructure financing development in Heilongjiang province, analyzing the financing predicament of agricultural infrastructure in Heilongjiang province by AHP and systematically on the reasons of financing predicament of agricultural infrastructure. On the basis of foreign agricultural infrastructure financing experience and practices, finally put out the specific polices are:reform the policy proposals of financing etc. According to the logic and steucture, the dissertation is composed of6chapters.
