In the context of Nation making itself powerful by talent and innovation strategy, the central approved a introducing overseas high-level talents program that "thousand talents plan," in the end of2008. This not only indicates the importance of Nation introducing overseas talent, but also demonstrates the Chinese Government wants more people to play a better role in the country’s economic development. However, if introducing high-level talents can achieve the desired effect, it is an important part and the most important basic work to select and determine talents that comply with demand.Based on this, the paper proposes the evaluation method of identifying leading talent firstly. This method is under the guidance of thought of matching better confirming to the rules, gives full consideration to the individual advantage of reference object inside and outside organization, and then extracts the common values and score value of the reference object under the specific indicator system to identify leading talent by "outstanding" determined criteria.Thought of matching better confirming to the rules as guiding of the evaluation method of identifying leading talent, promotes organizations in accordance with the behavior of advocacy to encourage positive matching better confirming to the rules, and also through the recognition of individual strengths to inspire people to achieve the effectiveness of matching better confirming to the rules, then make them as "leader" to play their effect. According to the study the leading talent is the "outstanding" talent within the organization, so the reference objects are the all members within a particular industry or area in an organization. In order to get a better choice, it is promoted to extend the reference objects to members outside the organization. In order to reflect the democracy and common values, it is needed to identify parameter structure of the reference objects’individual advantages which is collected into the cluster. And common characteristics are obtained that are expressed in the form. Then the method is to identify leading talent with the existing indicator system, indicator data and determined criteria for providing basis of the organization outside introduction or internal selection.Finally, a simulation case illustrates the feasibility of this method vividly.
