Studies Of Mechanism Construction Of College Student Village Official Plan

Since Jiangsu Province launched "Foal Eagle" Plan of recruiting college graduates to serve villages in1995, College Student Village Official Plan has gone through15years in China. With the introduction of related policies in recent years, College Student Village Official Plan has been a hot topic in the theory field and the society. On the surface, College Student Village Official Plan seems to be a win-win act to solve both the lack of talents in the New Rural Construction and the college graduate employment problem. But it does meet some problems in the process of the implementation. Apart from the Student Village Officials, the most important cause of these problems is the imperfect system. The study aims to explore the means of perfecting the College Student Village Official from the perspective of mechanism construction.Beijing is one of the representative cities in the implementation of the College Student Village Officials all over the country. The study is based on the survey of College Students Village Officials in Beijing. The article is divided into5chapters. The first chapter introduces the background and significance of the study, analyzes and summarizes related theories of the College Student Village Official Plan. The second chapter introduces the birth and development of the College Student Village Official Plan as well as the case of Beijing. The third chapter, on the basis of the survey, analyzes the current situation of implementation of the plan in Beijing, and discusses the successful experiences and existing problems of the plan. The fourth chapter elaborates the points and suggestions for the mechanism construction of the plan from the perspectives of the selection mechanism, cultivation mechanism, excitation and assessment mechanism, and necessary resources mechanism.The study shows us that College Student Village Official Plan is a complicated system. As a result, during the construction of the mechanism of the plan, the policy makers and relevant departments should stand in the long-term development of the plan and comprehensively and systematically coordinate various recourses in order to make sub-mechanisms interlock with each other and keep mutually supporting and promoting. Only the mechanism is designed scientifically and runs smoothly, the New Rural Construction and the College Student Village Official Plan can keep on the desired track.
