The transportation, which plays an important role in the sustainable development of a city and the improvement of people’s living standard, is the lifeline of a city. In recent years, the cities’transportation demand has increased rapidly, with the high-speed development of economics, the rapid expansion of the population of cities, the increase of the ownership of vehicles and the fast-paced urbanization. Because of the limit of finance, fields and environment and so on, it is hard to totally solve the problems of transportation jam only by the infrastructure construction of transportation. So taking measures to solve the problems of transportation supply and need at the same time, and the implementing of traffic demand management have become the key to solve the problems of transportation jam.On the basis of the comprehensive analysis of TDM research and considering the real situation of construction of Shenzhen’s transit metropolis system, this paper analyzes current situation of Shenzhen’s transit metropolis system and problems in the process of using TDM. This paper put forward to the optimizing strategies and solutions of traffic demand management by developing public transportation, using the fields and the infrastructure construction of transportation properly, from the view of the transportation structure, on the basis of mass rapid transit whose backbone is the public transportation. This paper is mainly about the theoretical analysis of traffic demand management, the analysis of the development and current situation of Shenzhen’s transit metropolis system, current measures and problems of traffic demand management of Shenzhen’s transit metropolis system and the optimizing measures of traffic demand management of the construction of Shenzhen’s transit metropolis system. The unique topographic and geomorphic conditions, the complicated population composition and motor composition make Shenzhen a typical case of transportation jam management. This paper offers a theoretical basis to achieve the sustainable development of Shenzhen’s transportation, which is worth applying and extending value.
