Port State Control is one of the most important measures to exercise national sovereignty and to control foreign ships arrived with the purpose of eliminating substandard ships. Ship targeting is the basic and premise of port state control and usually achieved by ship selection scheme. A proper and effective Ship Targeting Model, which was the core of ship selection scheme, can sieve substandard ship quickly and greatly promote the development of port State control.In2003, Tokyo-Mou adopted and began to use Ship Targeting Ship as their ship selection model. China, as the formal member of Tokyo-Mou, also use this system to recognize candidate vessel. The Ships Targeting System has greatly promoted the development of port State control in the region in the last ten years. However, due to without considering company management factor and human factors which contributed80%sea accident, the system cannot completely sieve all the ships which exists management vulnerability.To solve the problem that the existing Ship Targeting System cannot pick out those substandard vessels with management vulnerability, this paper firstly analyses the2010port state control datum of Tokyo-Mou, then studies the the ship targeting system of three PSC Mous, and then illustrates the importance of incorporating the company performance factor into the Ship Targeting System by using MMEM system theory, after that establishes a company performance quantitative assessment model basing on the inspection records of the company’s fleet and assesses3174company’s company performances, whose vessels were inspected in Tokyo-Mou in2010, further more brings forward a amendment to the Ship Targeting System, and finally expounds and proves the correlation between ship detentions and its company performance and the amended Ship Targeting System is much more reasonable and efficient ship selection model by instances of ships and re-analyzing the ship’s company performance which was detained by China MSA in2011.
