Since the reform and opening to the outside world, China’s automobile industry has entered a period of rapid development. From2000to2011, the production and sale volume increased from2million to18.5million,16.5million increased within11years. The annual average growth is more than one million. Rely on the good external environment, Shanghai General Motors Company Limited (hereinafter referred to as SGM) also met the rapid development opportunities. In recent years, SGM has expanded production capacity. PATAC R&D center, Guangde testing field have been set up successively. Wuhan production base was built. Meanwhile, Yantai&Shenyang plants were in large-scale expansion. The projects are the key factors of success for SGM in the future. To ensure that the project management process is reasonable and high efficient, maneuverability is very important.SGM often carried on a plurality of different types of projects at the same time during rapid development time. It made the existing organization and management mode facing serious challenges. From the beginning of2009, the company’s management decided to build a matrix management system, with Business Department as the foundation and project management as the main line. At the same time, SGM started to implement BPR, to comprehensive analysis of the existing process and implementing function responsibility system. This paper focus on one of the most important factors:project budget process analysis and optimization.This article summarizes the research of theories on budget, project management and business process reengineering domestic and abroad under the background of SGM business process reengineering project. It reviews and analyses SGM current business flow, and then evaluates and redesigns SGM project budget business process. The research of this paper means to set up clear boundary of SGM internal financial budget with project budget, to make internal and external relations, the functions of various departments more clearly, to increase work efficiency. The studies have practical meaning to SGM. I also hope it is a reference for those enterprises facing project management matrix system transformation in our country.
