Performance Analysis Of China’s Social Security Transfer Payment

Since China adopted in1994since the tax reform, the social security systemconstruction gradually establish and improve, but the goal of social security and notfully realized, each region reflects social security spending differences, transferpayment efficiency is not high, the effect is not significant problems, caused thetransfer payments to play their due to the adjustment of the people’s social securitylevel the function of the fair. The current transfer payment system and many problems,such as doesn’t have a scientific system, and pay no unified standard, influenceefficiency in the use of funds, etc. This article is from our own the status quo, analysisof the current situation of the reason caused this, to realize our social security transferpayment and efficient development and planning puts forward some policySuggestions. Based on the related theory for support, and on the basis of relevantmeasures according to use DEA method of effectiveness in2009China determine theeffectiveness of the social security transfer payments are analyzed, in data analysisbased on the analysis of the social security transfer payment efficiency high reasons,and puts forward the existing problems. Through the use for reference foreign socialsecurity transfer payment experience, to improve China’s social security transferpayment system solutions.This paper put the31provinces and municipalities social security transferpayments as a specific data, and by using the DEA method to determine our socialsecurity transfer payment in each region is effective.This paper mainly divided into three parts: the first part: questions, including theresearch background papers and research significance, the related concepts and theresearch object of the definition, research status review and research methods. Part2:analysis, analysis of China’s social security transfer payment of the present situation,the use of31provinces and cities, DEA model the effect analysis, find out transferpayment system of social security of our country, the problems in transfer payments tosocial security and the problem of the cause analysis. The last part of: solve theproblem, through the analysis of the above research conclusion to improve China’ssocial security transfer payment countermeasures.
