The Assessment Research On The Agricultural Subsidy Policy Effect Of Liaoning Province

Agriculture is most fundamental industry for human survival and development. Itis also economic foundation for a country. China began implementing the newagricultural subsidy policy from2004.During this period, the national introduce theagricultural tax relief, direct subsidies for grain and farm machinery purchase subsidy,seed subsidies and so on. The aim is to increase all levels of financial investment inagriculture and farmers. On the other hand is to improve the farmers’ enthusiasm forproduction and increasing agricultural production. Liaoning Province is a majoragricultural province, the development of agriculture directly affects the stability anddevelopment of socio-economic. So the province must get the enough output ofagriculture, and effectively implementing the agricultural subsidy policy is directlyrelated to the agricultural output.According to the basic theory of agricultural subsidy, the paper investigatedundertook questionnaire in more than130villages of14cities, and integrated137valid questionnaires results, using the static method combined with the quantitativemethod，and analysis the factors which influence famers assess the agriculturalsubsidy policy in2010. Then according to the statistical data, using dynamicanalysis, quantitative method and the method of combining theory and practice, andassess the agricultural subsidy policy effect of Liaoning province by the effect indexof agriculture production value and per capita net income of rural households. Theconclusion is the effect of agricultural subsidy policy on agricultural production andfarmer income is positive, but also by the result of the questionnaire, there are a lot ofshortcomings on agriculture subsidy policy in Liaoning province.Based on the shortcomings on agriculture subsidy policy and not perfectlegislation on agricultural subsidy policy, then in allusion to the bottleneck problem ofLiaoning province that it has more people and less land, the paper puts forward thecorresponding suggestions on agricultural subsidy policy implementation of Liaoningprovince. That is it analyses the deficiencies in implementation process of agriculturesubsidy policy of Liaoning province, that is to adjust the mode of agricultural subsidy,increase allowance strength, perfect the supervision system, establish the agriculturalinsurance subsidy system, integrate the subsidy policy and the goal of sustainabledevelopment, increase agricultural scientific research subsidies, raise farmersystematism, improve farmer quality, strengthen the ability development ofagricultural science and technology demonstration households, implement agricultureculture function and countryside construction.
