Thus, we can form a model whichmeets the basic character of the city and adjust this model step by step intoa model which the government will be the leading role and the core will beindustry, the model will relate to different areas of the whole society,thetarget of the science and technology innovation system is to enhance thecompetitiveness of Shanghai,to keep Shanghai society to develp in a morecontinous and sustainable way.Finaly the model will help us to reach theperfection of the urban innovation system and push forward thedevelopment of China innovation country development.This thesis introduces the theory and concept of science and technologyinnovation, analyzes the current development model of science andtechnology development model in Shanghai, concludes the problemsexisting within the current model,and the cause of these problems andelements to solve these problems. By introducing and comparing with themodel in developed countries,this thesis raised a maute model of scienceand technology development model,based on the current developmentcondition of Shanghai, which is leaded by government, core by theindustry and linked with research sectors including nation owned researchinstitutions and universities,the model will fulfill to make a sustainable development of the urban science and technology innovation system inShanghai, with related theory,target and method of implementation.
