A Research On The Influence Of Human Capital To Regional Technology Innovation Capability

With the economic globalization process accelerating, more and more countriesrealize that technology innovation is the foundation to maintain its internationaleconomic and political status. As the important component of national technologyinnovation, regional technology innovation with its better operational receives thefavor of the theory. The research about human capital and regional technologyinnovation is endless. As for the reform and open policy, the technological innovationability of the east、middle and west of China area has serious not equal phenomenon.So the study of human capital and regional technology innovation ability and areadifferences between the areas has certain directive significance to real economicactivity.In the theory of review, the paper does a brief summary to the existing literaturetheory and summarizes theory of the human capital and regional technologyinnovation. In the empirical analysis part, first established the static model of thehuman capital and regional technology innovation basis on in knowledge productionfunction. Using the panel data of30provinces and cities from year2000to2009,analysis the characteristics and differences that the general human capital and specialhuman capital influence regional technology innovation. Secondly based on thecointegration test, establish the dynamic model of human capital and regionaltechnology innovation to analyze dynamic effect and difference for the long term ofthem. Finally, comparing the differences and similarities between the static anddynamic model, and policy suggestions are given.Through the analysis, this papermainly draws the following results:First, human capital plays a positive role in promoting regional technologyinnovation capability. In the short term, The human capital of the western region givethe largest contribution to the regional technology innovation capability, then is theeast, and the last is the central; But in the central and western regions the contributionall levels of human capital to the regional technology innovation capability did notpass the test of significance.Second, to the entire region in China, the higher of the level of human capital the greater the influence between human capital and regional technology innovationcapability, but in the middle and western regions the influence between human capitaland. regional technology innovation capabilities did not pass the test of significance.Third, the panel cointegration analysis shows that there is a stable relationshipbetween human capital and regional technology innovation capability.
