Study Of Energy Performance Contracting Project Risk Management System From Energy Services Company Perspective

With the rapid developm ent of Chi na’s economy and society, the lower ener gyefficiency is becom ing China’ s inevitab le b ottleneck p roblem. In recent y ears,Energy Performance Contracting as a relatively new ener gy-saving mechanism hasbeen widespread concerned in the state and society, energy service com panies areimportant participants in the contra ct energy management projects, risk m anagementhas become increasingly prominent. Based on this background, this article discussedthe Ener gy Perfor mance Contracting proj ect risk m anagement issues from theperspective of the ener gy services company, expanded the review of research on theissue. Introduced the con cept of Ener gy Performance Contracting, the essence andcharacteristics and the details of energy service companies, overviewed of the theoryof project risk management and project risk management process.The article pointed three outstand ing i ssues from the current con tract ener gymanagement project risk m anagement stat us: awareness of risk m anagement, riskmanagement capabilities, social in tegrity and the law system defects.Based on thetheory of risk m anagement, the article analysis th e ener gy m anagement contractproject risk management process theoretically, discussed the feasibility of setting up arisk m anagement system from the theore tical basis and practical point of view.Introduced the design process of the Ener gy service companie s contract ener gymanagement project risk management system, and pointed out the basic principles ofrisk management system, that is the full life-cycle theory; the entire risk managementsystem includes risk m anagement manual, risk management program files, the threelevels of risk m anagement job file.
