Because of the long existence of the dual structure of social economy, city andcountryside of china are facing a huge difference in many aspects, such as thehousehold registration system, distribution system, and employment system. Thesocial security system also presents the obvious characteristics of dualization.Becauce of the existence of urban and rural barriers as well as dualistic social securitysystem, the development of the urban and rural social security are unbalanced. After along-term development and reform, our urban social security system has alreadyformed the basic system, relatively perfect insititution, and a relatively high socialsecurity level. Urban social security system is the key of social security systemconstruction, but that not means rural social security system is not important. With thequickening of the process of China’s industrialization and urbanization, it is aninevitable trend that social security system will extend from industrial to agriculture,from city to the rural.The objective existence of China’s dual structure will inevitably lead to theformation of dual social security system and social exclusion. Consequently, the dualsocial security system will invariably discriminate against farmers. By this token, thedual structure is the root, the dual security and its rejection to the farmers is thephenomenon. Their relationships are as follows: nature and phenomenon, reasons andresults, dualization will definitely rusult in rejection; while the dual security willdeepen and expand the strength and range of the rejection to farmers caused by dualstructure, which is the "left arm and right bang" of binary structure; the dual securityis the further development of binary structure, and is the embodiment of the dualstructure in the social security system; Binary structure along with dual security, the"two binary", push the exclusive to a new high; Social exclusion, as a social economicphenomenon, is mainly derived from the objective existence of the dual structure. Theexpanding of dimensionality and deepening of strength of social exclusion, is thereflection of the function and development of binary structure. Analyzing the dualsecurity from the dual structure is bound to get its rejection situation, which is the inevitable result of the process analyzing from the nature to the phenomenon.Analyzing, however, From the contrary way, and we can find that the root is the dualstructure, which is the inevitable result of the process analyzing from the result to thereason. So, from nature to phenomenon, and from the results to the causes, theanalyzing of the dual structure, the dual security, as well as social exclusion arebrought into a system of interaction and the dialectical unification, which not onlymakes problem simplified, and correctly grasps the main contradiction to solve thedual security problems, and makes the dual security problems fully and effectivelysolved in the interactive and dialectic system consisted of the three.
