The Research Of Policy System Of Public Rental Housing Of Shanghai

Housing is another significant issue facing the locals. As the price of realestate goes up continuously these years,more and more common families can’tafford the cost of buying a suit of commercial apartment,and such circumstanceshave already lead to many social problems.The issue of housing has causedwidespread public concern in recent years.As a social public problem,government should provide enough affordable houses for needy residents.Projects such as low-rent housings and public rental housings are currentlydeveloped across the nation. A new measure adopted by the government is togive priority to developing public rental housing.The development of public rental housing is expected to benefit many low-and middle-income families, who are not qualified to apply for low-rent publichouses nor rich enough to buy commercial apartments. Public rental housingwill gradually become the major form of affordable housing. Local governmentswill be required to take more responsibility for stabilizing housing prices andguaranteeing the availability of public rental housing.In this article,based on analyzing Shanghai’s housing system and the current real estate market system，and learning the experience of development ofoversea public rental housing，we propose that the Shanghai government shouldestablish public rental housing policy system. Shanghai’s public rental housingwill play an important role to improve housing system further and expand thefocus of security work from the residents of the city to the permanent livers.Besides,the article is also explicating the position of public rentalhousing,providing a reference to the promotion of a sustained development ofhousing industry.
