With the continuing development of communications technologies,applications, and markets, the scale of investment by cable network operatorshas continued to grow. The number of network construction projects hasmultiplied. The technologies that are involved and the level of managementcomplexity are also gradually increasing. Although the traditional projectmanagement system can achieve effectively control in individual projects inaspects such as the progress, the quality, the costs, and so on, under newsituations the drawbacks of traditional project management system arebecoming increasingly prominent. How to ensure the achievement ofcorporate strategic objectives is a vital question that needs to be urgentlyaddressed in the project management system.Strong emphasis by the project program management on the connectionbetween managerial level strategies and project operation can help withcorporate strategic decision making and offer guidance on the managementand implementation of specific projects. Moreover, the value of networkoperators’ projects is achieved by providing various types of services to theirusers in the operation of the network and hence they realize thetransformation of their network value to business income. Therefore, theemphasis on integrated management of the whole life cycle is currently a hottopic in the development of project management for cable network operators.On the application of the theory of life cycle integrated management inproject program management, this thesis conducted the following works:Firstly, this thesis analyzed in detail the current status of the applicationsof project management theory in the operation of communication network operation firms and the main problems that have been encountered. Theseinclude:1. During the implementation of a group of interrelated projects, sincethese projects are led by different departments and each departmentoften emphasizes on the performance on their own project, the overallco-ordination is typically insufficient, resulting the loss of corporatestrategic interests.2. The revenues of network operators are generated by providing to theirusers a variety of network services during the operation of theirnetworks. However, from the traditional point of view, the life cycle ofa project is marked by the completion of the construction of the project.This results in the lack of support to the follow-up operation andmanagement by the project management system.Secondly, corresponding to the above two main problems, this thesisproposed to adopt the concepts of “project program management” and “lifecycle management” and combine them systematically through the idea ofintegrated management. Works conducted in this part include:1. Introduce the definition and characteristics of project program and therole of project program management in the project management systemand objective of corporate multi-level management.2. Systematically define and formalize the concept of project programmanagement in the stages of decision making, implementation, andoperations in life cycle management3. Propose to apply the ideas of “project program management” and “life cycle management” to construction project management of the cablenet work operators.1) With regards to the lack of systematic management between relatedprojects, establish a team led by project program manager and beresponsible for tracking the whole life cycle of the project program.2) By using the periodical evaluation system, timely rectify deviationsbetween strategic targets and individual projects and enable theadjustments to the decisions.Build information communication system to enable the informationsynchronization and reasonable distribution of resources in theimplementation of project program, feed back critics and suggestions in thelater stages of project implementation, and ultimately to optimize theimplementation of on-going projects.Thirdly, this thesis applies the above measures to the managementpractice of the specific corporate project of NGB access-connection networkreconstruction project. According to the effects of practical implementation,these measures can not only ensure effective use of various resources inmultiple parallel projects, but in the meantime they also provide powerfulsupport to the long-term operations of network. It further verifies the directionof future development of project management system.
