In real life, with economic and social development, the impact of advertising on our lives more and more. Advertising is usually divided into commercial and non-commercial advertising,and commercial advertising to people’s lives a lot of convenience goods and services conducive to the promotion and popularity make people more quickly and effectively to obtain goods and services information. Some classic commercials to advertise their products not only play a role, but still valuable works of art, become part of the culture. Although commercial advertising to people’s lives a lot of convenience, but, in reality, there are a number of false advertising and does not meet the standard of advertising to convey is inaccurate, untrue, unhealthy and even false information, not only can not give people with to facilitate, on the contrary will give consumers the economic, psychological and even physical harm to a huge and ultimately affect the entire social and economic development. How to establish an effective mechanism to commercial constraints, to allow commercial advertising in the strict and effective operation of norms, is a very important and urgent need to address things.Analysis of China’s commercial paper to the creation of binding mechanism problem. Advertising is the main binding mechanism legally binding mechanism for the state and advertising industry self-regulation mechanism. Change the commercial advertising industry self worthy of the name of the state, improve the commercial and regulatory measures, attention to social sectors for the supervision of the advertising industry, through the strengthening of ethical self-restraint, to call social morality, the construction of credit system, to truly establish a comprehensive regulatory, and responsibility, accountability and effective, pursue a way to monitor a comprehensive, self-discipline and effective commercials with Chinese characteristics and restraint mechanisms.
