Since industries are the major sector of China’s energy consumption and CO2emission, with increasingly serious pressure from the global climate changenegotiations and domestic energy security issues, there is urgent need for industries inthe energy saving and CO2emission reduction. After large scale structure adjustmentand efficient management during the "Eleventh Five-Year", industries achieved somesuccess in energy saving, and technology promotion is becoming an importantdirection for industries to achieve more energy saving potential in future. In this study,the steel industry and cement industry are taken as examples to calculate energy savingpotential of the Chinese industries through technology promotion approach, and toquantitatively assess and compare technology promotion policy.on the basis of combing technology promotion basic laws, the process of technologypromotion in industry is firstly analyzed, and AIM/enduse is selected as assessmentmethod after many quantitative assessment methods are reviewed. Simulationframework for technology promotion is developed on industry characteristics, and29energy saving technologies are filtered out as study object from iron industry and steelindustry.Driving force and technology promotion process without affect factors are discussedfirstly in the initial analysis. Subsequently, two kinds of force policies and two kinds ofincentive-based economic policies are chosen for single factor simulation, according tothe basic types of energy saving policies in China. the results show that a single policycan only significantly drive a certain type of energy saving technology, and thetechnology policy responds are also somewhat different. Applicable policies oftechnology promotion for29energy saving technologies are put forward based on thesimulation results of single policy. The steel industry and cement industry show nosignificant difference in technology promotion.To access the potential of energy saving and CO2emission reduction, referencescenario, comprehensive policy scenario and strengthen policy scenario are developedon the industry policies, and the trend of energy consumption and CO2emission in steel industry and cement industry is comprehensively analyzed.It is found that the growing trend of energy consumption and CO2emission can besignificantly reduced by introducing comprehensive policy scenario and strengthenpolicy scenario to steel industry and cement industry. Due to the adjustment ofproduction structure and technology promotion, steel industry and cement industry canachieve greatly energy saving and emission reduction potential, but they show greatdifferences in energy consumption, CO2emission and energy saving potential becauseof the impact of industry characteristics. By comparing the target and approach ofenergy saving and emission reduction, it can be found that energy saving and emissionreduction policies in steel industry should focus on technology promotion,and theintensity of policies should be strong, but energy saving and emission reductionpolicies in cement industry should focus both on technology promotion and structuraladjustment, and comprehensive policy is enough.
