In the background of rapid development of economy, our country’s constructionhas developed very quickly. By the rapid development, the problem of constructionsafety accident is more and more outstanding. In spite of that the situation of safetyaccident was improved because of the government greater efforts to construction safetymanagement, safety accident was not completely eliminated and the accident rate waspersistently high. Once the safety accident happened, it will bring huge propertydamage to country and people. For this reason, solving this problem has no time todelay. Under this situation, the actual condition of safety accident handling in ourcountry was analyzed particularly and the system control thought was used to solve theproblem of general accidents developing frequently in the paper. Standing in the pointof construction unit, by establishing general construction safety accident handlingmechanism, the paper’s purpose was to guide construction unit to handle safetyaccidents effectively, increase the level of construction safety management in china andimprove the present situation of the accident handling finally.A mass of discipline theory were used in the paper, such as “systematization”,“organizational behavior”,“feedback control”. Proceed from the status of constructionsafety accidents, regarding general accident as the research object, the paper deeplyanalyzed the reasons of poor management on safety accident handling. By summing upthe safety accident handling experience of United States, Canada, Australia, Japan andRussia, the suggestions to solving the problem of construction safety accident weregiven. That was to build systematic accident handling mechanism. The paper putforward that the systematic accident handling mechanism should contain three parts:preparation before accident happening, handling accident when it come up, feedbackafter handling. The mutual relationship and action among the three parts were describedin detail.In the discussion of the paper,“safeguard mechanism”,“operating mechanism”and “feedback mechanism” were introduced particularly. The paper suggested that thepreparation for general construction safety accident handling should include rules andregulations, organization, technology, capital and materials. In the part of operatingmechanism, the paper build organizational design and processing mode for differenttypes of general accident. The standpoint that feedback mechanism was important tool to keep continuous improvement of accident handling mechanism was given. Finally,by means of setting up the feedbacks for accident processing capacity and constructiontechnology program, the paper linked accident handing to construction effectively.
